The tab effect is done using :target pseudo-class. The W3C—Web Style Sheets—CSS Tips & Tricks has an example: A tabbed interface; Glazblog has another example: CSS_only tabs, a:target demo.

The only brower I found to work was Mozilla. Tested with Mozilla 1.3b.
